Timecard Guidance Based on Inclement Weather or Unforeseen Emergencies

During adverse weather, Center management makes the determination regarding the operating status of the Center.  The following is timecard guidance to assist you with completing your timecards accurately.

* Note: Code applies to Greenbelt only.

* Code Green:  The Center is operating under a normal work schedule:  All employees scheduled to work should report at their normal times.

Timecards should be recorded in WebTADS in accordance with approved work schedule.

Code Blue:  The Center is operating under a liberal leave condition:  Employees are expected to report on time.  However, noncritical and nonemergency personnel may request and will be granted annual leave by their supervisors without prior approval.  Noncritical and nonemergency personnel may also request unscheduled telework and may be approved by their supervisors.  Employees must be on an approved telework agreement.  Critical and emergency personnel report on time.

Code Yellow: Delayed Opening; reporting time will be announced:  Employees are granted administrative leave (XLV) up to the announced reporting time based on their regularly scheduled arrival time.  Those employees who reported to work after the approved arrival time must charge annual leave, sick leave, or leave without pay, as appropriate, for that period of time.  Employees with pre-approved leave (e.g. annual leave, sick leave, or leave without pay) prior to the announced time must charge their time to the prescheduled leave category.  Employees who did not report to work the entire day must charge annual leave, sick leave, or leave without pay, as appropriate, for the entire day.

Teleworkers must work regularly scheduled hours and are not granted excused absence.  Those that were approved for unscheduled telework are not eligible for administrative leave and must record their time in WebTADS as telework.  Those who were on approved unscheduled telework that did not work the entire day must charge annual leave, sick leave or leave without pay, as appropriate, for the additional absence.  Teleworkers who are faced with a personal hardship (e.g. power outage, day care closure) that prevents him/her from successfully working at the telework site are expected to report to work when the Center opens or request the appropriate leave to cover their absence.  Employees who were on their scheduled Alternative Work Schedule day off are not granted excused absence.

Code Orange: Early Dismissal: The facility will be closed to all noncritical and nonemergency personnel beginning at the announced time.  Employees are granted administrative leave for the approved hours prior to their normal departure time. Employees who reported to work and left prior to the early dismissal notice and were scheduled to work the entire day must charge annual leave, sick leave or leave without pay, as appropriate, for the additional absence.  Employees who did not report to work the entire day must charge annual leave, sick leave, or leave without pay, as appropriate, for the entire day.

Code Red: Non-emergency employees are excused: Non-critical and non-emergency employees will be denied access to the Greenbelt Facility by Security personnel unless they possess an active Center Emergency Access sticker.  Critical and emergency personnel are expected to report to work on time. Civil servant employees, including those on pre-approved leave, are granted excused absence for the entire day unless the day is the employee’s Alternative Work Schedule day off.  Additionally, if an employee is in a non-pay status on the workdays before and after the closure the employee cannot be granted an excused absence. Teleworkers are expected to work their regularly scheduled hours, unless faced with a personal hardship (e.g. power outage, day care closure, etc.) that prevents him/her from successfully working at the telework site.

Note:  XLV does not apply to employees on leave without pay, leave without pay for military duty, workers' compensation, suspension, or in another non-pay status.

Glossary of terms:

Administrative Leave (Excused leave) - The granting of absence from duty without charge to leave or loss of pay.

Alternative Work Schedule (AWS) – a type of work schedule [compressed work schedule (CWS) or flexible work schedule (FWS)] that is established to provide employees greater scheduling flexibilities while meeting program and mission goals.

Essential Employee – Employees who have been identified by their positions as critical to perform the essential functions of the agency for continuity of operations.

Liberal Leave - Nonemergency personnel may request and will be granted annual leave by the supervisor without prior approval.

Maxiflex Schedule – a type of Flexible Work Schedule that contains required hours on fewer than 10 workdays in the biweekly pay period and in which an employee has a basic work requirement of 80 hours for the biweekly pay period but in which an employee varies the number of hours worked on a given workday or the number of hours each week within applicable limits.

Unscheduled Telework - Nonemergency personnel may request and may be granted to telework by the supervisor without prior approval.
